On 14 - 15 October 2026, H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs of Thailand, in his capacity as Special Envoy of the Prime Minister of Thailand, led the Thai delegation to the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), held in Baku, Republic of Azerbaijan. On this occasion, H.E. Mrs. Piyapin Niyomrerks, Ambassador of Thailand to Kazakhstan, assigned Dr. Orathai Phubunlap Gunaseelan, Minister-Counsellor of the Royal Thai Embassy in Astana, to join the official Thai delegation and provide support for its participation in the Summit and related activities from 13 to 16 October 2026.
As part of this mission, Minister-Counsellor Orathai represented Thailand at the meeting of the CICA Senior Officials Committee (SOC) on 14 October 2026, during which the draft outcome documents and other key issues were considered and finalized for submission to the 7th CICA Summit for endorsement. She also joined the official Thai delegation at the Summit on 15 October 2026, chaired by H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan. The Summit brought together high-level representatives of CICA Member States, Observer States, international organizations, and guests of the Chairmanship, including Heads and Deputy Heads of State, Heads and Deputy Heads of Government, Ministers and Deputy Ministers of Foreign Affairs, and Ambassadors. Among the key outcomes of the Summit were the adoption of the Baku Declaration, the principal outcome document of the 7th CICA Summit; the accession to CICA of the Lao People's Democratic Republic as CICA's 29th Member State; the extension of Azerbaijan's CICA Chairmanship for the 2026 - 2028 term; and the appointment of Ambassador Sultan Hajiyev as the new CICA Secretary General.
CICA was initiated in 1992 by H.E. Mr. Nursultan Nazarbayev, then President of Kazakhstan, with the aim of promoting peace, security, stability, and cooperation among Asian countries through confidence-building measures and dialogue among its Member States. CICA cooperation encompasses five broad dimensions: politico-military, economic, environmental, human, and new challenges and threats. Thailand joined CICA in 2004 and has since played an active role as Coordinator for Sustainable Development and Co-Coordinator for Small and Medium-sized Enterprise (SME) Development. Thailand has also consistently supported various cooperative activities and initiatives aimed at facilitating knowledge-sharing and capacity-building among CICA Member States. These contributions reflect Thailand's continued commitment to strengthening multilateral cooperation and playing a constructive role in promoting peace, security, and sustainable development across Asia.
